“Monitored autonomous vehicle provider” means a person who:

1. 1. Owns and operates a monitored autonomous vehicle; and
2. 2. Enters into an agreement with a transportation network company to receive connections to potential passengers and related services from a transportation network company in exchange for the payment of a fee to the transportation network company.
