1. 1. The Commission consists of three Commissioners appointed by the Governor for terms of 4 years.

2. 2. The Governor shall appoint as members of the Commission persons who have at least 2 years of experience in one or more of the following fields:

   1. (a) Accounting.
   2. (b) Business administration.
   3. (c) Finance or economics.
   4. (d) Administrative law.
   5. (e) Professional engineering.

3. 3. Not more than two of the Commissioners may be:

   1. (a) Members of the same political party.
   2. (b) From the same field of experience.
