The Director shall:

1. 1. Prepare, subject to the approval of the Governor, petroleum allocation and rationing plans for possible energy contingencies. The plans must be carried out only by executive order of the Governor.
2. 2. Carry out and administer any federal programs which authorize state participation in fuel allocation programs.
