1. 1. The Commissioner shall adopt regulations:

   1. (a) For establishing and conducting an examination required by this chapter for the initial issuance and renewal of a certificate;
   2. (b) For the establishment of a course of instruction as required by this chapter for the initial issuance and renewal of a certificate;
   3. (c) Establishing the fee required by NRS 695J.130 for the administration of the examination; and
   4. (d) For carrying out the provisions of this chapter.

2. 2. The Commissioner may contract with a person to perform functions required by this chapter, including, without limitation:

   1. (a) Administering examinations;
   2. (b) Providing courses of instruction;
   3. (c) Processing applications; and
   4. (d) Collecting fees.
