1. 1. “Premium” means charges for:

   1. (a) Assuming a risk;
   2. (b) Abstracting, searching and examining title to determine insurability; and
   3. (c) Any other activity associated with the assumption of risk.

2. 2. “Premium” does not include charges for:

   1. (a) Escrow;
   2. (b) Settlement or closing; or

   3. (c) Other special services not associated with the assumption of risk,

      whether or not they are called premiums.
