1. 1. If the Commissioner has reason to believe that a person described in NRS 685B.140 is providing any type of coverage described in NRS 685B.120, the Commissioner may:

   1. (a) Issue a statement of charges and a notice of a hearing to be held on those charges; and
   2. (b) Serve the statement and notice upon the person so charged.

2. 2. The statement and notice must be:

   1. (a) Issued as provided in NRS 679B.320; and
   2. (b) Served personally or by certified or registered mail.
