1. 1. If the Board, the Executive Director or a designee of the Executive Director has reason to believe that a licensee or registrant has violated or is violating any provision of this title or the regulations adopted pursuant thereto, the Board, Executive Director or designee may issue to the person a letter of warning, a letter of concern or a nonpunitive admonishment at any time before the Board has initiated any disciplinary proceedings against the person.

2. 2. The issuance of such a letter or admonishment:

   1. (a) Does not preclude the Board from initiating any disciplinary proceedings against the person or taking any disciplinary action against the person based on any conduct alleged or described in the letter or admonishment or any other conduct; and
   2. (b) Does not constitute a final decision of the Board and is not subject to judicial review.
