1. 1. The Commissioner may adopt regulations and make orders for the administration and enforcement of this chapter, in addition to and not inconsistent with this chapter.
2. 2. Any ruling, demand, requirement or similar administrative act may be promulgated by an order.
3. 3. Every order must be in writing, must state its effective date and the date of its promulgation, and must be entered in an indexed permanent book which is a public record.
4. 4. A copy of every order containing a requirement of general application must be mailed to each licensee at least 20 days before the effective date thereof.
