1. 1. The Board shall keep a full and accurate record of its official actions and all proceedings, and of all resolutions, regulations and orders issued or adopted.
2. 2. Except as otherwise provided by law, the records of the Board shall be open to inspection by the public.
3. 3. The Board shall, on or before December 1 of each year, submit to the Governor a full and true report of its transactions during the preceding year. The report shall include a complete statement of the receipts and expenditures of the Board during the period.
