1. 1. Annually the Board shall designate a Chair and a Vice Chair from its membership.
2. 2. The Board shall hold such meetings as may be necessary for the purpose of transacting its business.
3. 3. Three members of the Board constitute a quorum to transact all business, and a majority of those present must concur on any decision.
