“Used utility wire” means:

1. 1. Seven-strand metallic wire;
2. 2. Metallic wire that has been permanently marked with a name, badge, symbol or other mark indicating ownership; or
3. 3. Metallic wire that has been burned, in whole or in part, to remove insulation.
