1. 1. A majority of the Commission shall constitute a quorum for the transaction of business, for the performance of any duty, or for the exercise of any power or authority of the Commission.
2. 2. A vacancy on the Commission shall not impair the right of the remaining members to perform all of the duties and exercise all of the power and authority of the Commission.
3. 3. The act of the majority of the Commission when in session as a Commission shall constitute the act of the Commission.
