Cosmetology and threading may be practiced in a cosmetological establishment by licensed or registered, as applicable, cosmetologists, estheticians, advanced estheticians, electrologists, hair designers, shampoo technologists, hair braiders, nail technologists and natural persons who engage in the practice of threading, as appropriate, who are:

1. 1. Employees of the owner of the enterprise; or
2. 2. Lessees of space from the owner of the enterprise.
