1. 1. The Board shall not refuse to issue a license to an applicant or take any disciplinary action against a licensee unless the Board finds, by a preponderance of the evidence, that the applicant or licensee has engaged in one or more of the practices prohibited by the provisions of this chapter.
2. 2. As used in this section, “preponderance of the evidence” has the meaning ascribed to it in NRS 233B.0375.
