The Legislature declares that the purpose of this chapter is to protect the public safety and welfare by ensuring that:

1. 1. Only competent and scrupulous people practice ophthalmic dispensing in this State; and
2. 2. Persons who practice ophthalmic dispensing in this State maintain an appropriate standard of professional conduct.
