If the Board issues an order summarily suspending the license of a physician, genetic counselor, perfusionist, physician assistant, anesthesiologist assistant or practitioner of respiratory care or summarily restricting the practice of a physician, genetic counselor, perfusionist, physician assistant, anesthesiologist assistant or practitioner of respiratory care pending proceedings for disciplinary action, the court shall not stay that order.
