“Equivalent foreign country” means:

1. 1. Canada, the United Kingdom, Australia and New Zealand; and
2. 2. Any other country designated by regulation of the Board based upon a determination that the standards for medical education and licensing in that country are substantially similar to the standards for medical education and licensing in the United States.
