No license may be issued or renewed by the Board under a name which:

1. 1. Is the same as the name of another licensee;
2. 2. So resembles the name of another licensee that the Board determines that it is likely to result in confusion or mistake; or
3. 3. The Board determines is likely to mislead the general public.
