“Trade association” means an association of firms concerned with:

1. 1. A single product or service;
2. 2. A number of closely related products or services; or

3. 3. Contractors, manufacturers, distributors or retailers of a product or service or a number of closely related products or services,

   as determined by the Commissioner.
