1. 1. Vocational rehabilitation services shall be provided directly or through public or private resources to any individual with a disability, including any individual with a disability who is eligible under the terms of an agreement or an arrangement with another state, the Federal Government or an Indian tribe.
2. 2. As used in this section, “state” includes, without limitation, the District of Columbia, Puerto Rico, the United States Virgin Islands and Guam.
