The district courts have jurisdiction over actions and proceedings for violations of the provisions of this chapter and may:

1. 1. Issue temporary restraining orders and injunctions to prevent and restrain violations of the provisions of this chapter.
2. 2. Impose civil and criminal penalties and award damages as provided in this chapter.
3. 3. Grant mandatory injunctions reasonably necessary to eliminate practices which are unlawful under the provisions of this chapter.
4. 4. Grant other equitable relief the court considers appropriate for violations of the provisions of this chapter, including, without limitation, disgorgement or restitution.
