1. 1. As used in NRS 62H.100 to 62H.180, inclusive, unless the context otherwise requires, “records” means any records relating to a child who is within the purview of this title and who:

   1. (a) Is taken into custody by a peace officer or a probation officer or is otherwise taken before a probation officer; or
   2. (b) Appears before the juvenile court or any other court pursuant to the provisions of this title.
2. 2. The term includes records of arrest.
