Nev. Rev. Stat. § 519A.273

If the Division has reasonable cause to believe, based on evidence satisfactory to the Division, that a holder of a permit is violating or is about to violate the provisions of NRS 519A.010 to 519A.280, inclusive, or a regulation adopted or order issued pursuant thereto, or any term or condition of a permit issued pursuant to NRS 519A.180 or 519A.200 pertaining to the stabilization of process fluids, and that the violation will pose imminent danger to human health, public safety or the environment, the Division may, without prior hearing, issue an order against the holder of the permit, which:
