“Alley” means a highway:

1. 1. Within a city block set apart for public use, vehicular traffic and local convenience.
2. 2. Which primarily services access to the rear entrance of abutting property.
3. 3. Designed for the special accommodation of abutting property, but not a cul-de-sac.
