NRS 477.174. “Agent” defined [Effective until the date upon which a federal law establishing standards for fire-safe cigarettes becomes effective.]

“Agent” means a person authorized by the Department of Taxation to purchase and affix Nevada cigarette revenue stamps to packages of cigarettes.
