The Board may:

1. 1. Adopt regulations which:

   1. (a) It determines are necessary for the operation of the Board.
   2. (b) Require that training programs which are approved by the Board and require special facilities be conducted at facilities approved by the Board.
2. 2. Recommend to the Legislature any appropriate legislation concerning the training of fire service personnel.
