Nothing in this chapter authorizes any person, firm, corporation, association, government, governmental agency or political subdivision of a government to operate an ambulance in any area for which an exclusive franchise for ambulance service has been granted:

1. 1. By a county, city or town pursuant to NRS 244.187, 268.081 or 269.128, as applicable; or
2. 2. By another person or governmental entity authorized to do so on behalf of the county, city or town.
