“Historically underserved community” means:

1. 1. A census tract:

   1. (a) Designated as a qualified census tract by the Secretary of Housing and Urban Development pursuant to 26 U.S.C. § 42(d)(5)(B)(ii); or
   2. (b) In which, in the immediately preceding census, at least 20 percent of households were not proficient in the English language; or
2. 2. Qualified tribal land, as defined in NRS 370.0325.
