The board of hospital trustees may:

1. 1. By proper legal action, collect claims due to the public hospital.
2. 2. Accept as settlement of a claim due an amount less than that of the claim.
3. 3. Pay from the hospital fund all fees and expenses necessarily incurred by the board in connection with the collection of claims.
