1. 1. Except as otherwise provided in subsection 2 of NRS 449B.530, the Division may bring an action in the name of the State to enjoin any person from operating or maintaining an intermediary service organization within the meaning of NRS 449B.500 to 449B.795, inclusive:

   1. (a) Without first obtaining a certificate to operate an intermediary service organization; or
   2. (b) After the person’s certificate has been revoked or suspended by the Division.
2. 2. It is sufficient in such an action to allege that the defendant did, on a certain date and in a certain place, operate and maintain the intermediary service organization without a certificate.
