Nev. Rev. Stat. § 449B.100
Except as otherwise provided in NRS 449B.120, no person, state or local government or agency thereof may operate or maintain in this State an agency to provide personal care services in the home without first obtaining a license as provided in NRS 449B.100 to 449B.495, inclusive.
