“Local governing body” means:

1. 1. The governing body of an incorporated city in which is located within the limits of the incorporated city all or any part of an area serviced by a water system; or
2. 2. The board of county commissioners of a county in which is located within the unincorporated area of the county all of an area serviced by a water system.
