“Project” means the initial construction, or renovation, modification or expansion, of portions of a public water system for:

1. 1. The impoundment, collection, pumping, treatment, storage or distribution of water;
2. 2. Increasing, sustaining or reducing water pressure; or

3. 3. The supervision, monitoring, administration, management, operation or maintenance of the water system, including acquisition of water rights,

   subject to any restrictions set forth in the Safe Drinking Water Act.
