The Board shall adopt regulations governing the control of rabies. The regulations must provide for:

1. 1. The periodic inoculation of animals with approved vaccines.
2. 2. The impoundment of animals suspected of having rabies and the disposition of those animals upon verification of the presence of the disease.
3. 3. Procedures for the treatment of persons who have been, or are suspected of having been, exposed to rabies.
