1. 1. The Department of Human Services and all district, county and city boards of health shall develop policies to provide uninterrupted services during a public health emergency to persons who have been diagnosed with the human immunodeficiency virus or who are at a high risk of acquiring the human immunodeficiency virus and who are receiving services from the Department or any division thereof or the district, county or city health department, as applicable. Such policies may provide, without limitation, for the delivery of such services during a public health emergency:

   1. (a) Over the Internet;
   2. (b) Using an application for a mobile device; or
   3. (c) By calling or sending text messages from a telephone number that is not generally blocked or identified as a source of unwanted calls or messages.

2. 2. As used in this section:

   1. (a) “Mobile device” includes, without limitation, a smartphone or a tablet computer.

   2. (b) “Public health emergency” means:

      1. (1) A public health emergency or other health event identified by a health authority pursuant to NRS 439.970; or
      2. (2) A state of emergency or declaration of disaster proclaimed pursuant to NRS 414.070 that relates to or affects public health.
