1. 1. The Division may, by regulation, prescribe a fee for:

   1. (a) The issuance of a certificate; and
   2. (b) The renewal of a certificate.
2. 2. A fee prescribed pursuant to subsection 1 must be calculated to produce the revenue estimated to cover the costs related to the certifications and renewals, but in no case may a fee for a certificate or renewal of a certificate exceed the actual cost to the Division of issuing or renewing the certificate, as applicable.
