1. 1. A service operated within a county program must be directed to at least one of the following mental health areas:

   1. (a) Mental illness;
   2. (b) Intellectual disabilities;
   3. (c) Developmental disabilities;
   4. (d) Organic brain and other neurological impairment; and
   5. (e) Alcohol or other substance use disorders.

2. 2. A service is any of the following:

   1. (a) Diagnostic service;
   2. (b) Emergency service;
   3. (c) Inpatient service;
   4. (d) Outpatient or partial hospitalization service;
   5. (e) Residential, sheltered or protective care service;
   6. (f) Habilitation or rehabilitation service;
   7. (g) Prevention, consultation, collaboration, education or information service; and
   8. (h) Any other service approved by the Division.
