1. 1. The Account for the Silver State General Assistance Program is hereby created in the State General Fund. The Division shall administer the Account.

2. 2. Money received for the Program, including, without limitation:

   1. (a) A direct legislative appropriation to the Account;
   2. (b) A transfer from the unrestricted balance of the State General Fund pursuant to NRS 422A.611; and

   3. (c) A grant, gift or donation to the Account,

      must be deposited in the Account.

3. 3. The money in the Account must only be used to carry out the Program.
4. 4. Except as otherwise provided in subsection 5 or required as a condition for the use of the money, the balance remaining in the Account that has not been committed for expenditure on or before June 30 of a fiscal year reverts to the State General Fund.

5. 5. All money received from a grant, gift or donation to the Account:

   1. (a) Must be accounted for separately in the Account;
   2. (b) Must be expended in accordance with the terms of the gift, grant or donation; and
   3. (c) Does not revert to the State General Fund and must be carried over into the next fiscal year.
