On or before February 15 of each year, the State Treasurer shall, if money is available:

1. 1. Prepare a report setting forth the activities of the Nevada Statewide Council on Financial Independence; and

2. 2. Submit a copy of the report to:

   1. (a) The Governor; and

   2. (b) The Director of the Legislative Counsel Bureau for transmittal to:

      1. (1) If the Legislature is in session, the standing committees of the Legislature which have jurisdiction of the subject matter; or
      2. (2) If the Legislature is not in session, the Legislative Commission.
