- 1. The board of county highway commissioners must hold regular meetings monthly on or about the first day of each month.
- 2. Special meetings may be called by the chair, but no bills may be allowed at special meetings. Every member must be notified of special meetings in ample time to attend.
- 3. In counties having three county commissioners, two members constitute a quorum, but an affirmative vote of a majority of all the members is required at all times for the passing of any motion. In counties having five county commissioners, three members constitute a quorum, but an affirmative vote of a majority of all the members is required at all times for the passing of any motion.
