1. 1. Whenever an educational conference is called by the Superintendent of Public Instruction, the board of trustees of a school district whose school administrators and teachers are required to attend the educational conference shall, unless such school administrators or teachers are excused for cause by the superintendent of schools of the district from attendance:

   1. (a) Pay the actual necessary transportation expenses of school administrators and teachers of the school district to and from the educational conference.
   2. (b) Pay the actual necessary living expenses of school administrators and teachers of the school district while attending the educational conference.
2. 2. Expenses shall be paid out of the school district fund and claims therefor shall not exceed the statutory rate fixed for state officers.
