1. 1. A regional network of libraries is governed by a board consisting of one representative from each participating entity.

2. 2. The board shall:

   1. (a) Elect its own officers.
   2. (b) Establish rules for its own governance and bylaws for the operation of the regional network.
   3. (c) Prepare an annual budget for the regional network.
   4. (d) Develop, through a continuing process of planning, a master plan for the regional network of libraries for the provision of regional services. The master plan must be designed to extend 5 years into the future and must be made current at least every 2 years.
