The State Board of Finance shall keep a permanent record of all its meetings, in which record shall be:

1. 1. Recorded the aye and nay vote of the members of the Board upon all questions presented to the Board.
2. 2. Kept all opinions of the Attorney General as required by the provisions of this chapter.
