Each local government shall file in the office of the clerk or secretary of its governing body, for public record and inspection:

1. 1. A copy of its final budget; and
2. 2. A copy of its final plan for capital improvements prepared pursuant to NRS 354.5945 and, if applicable, NRS 350.013.
