A financial adviser who provides any report required pursuant to NRS 350.105 to 350.195, inclusive, must not:

1. 1. Be;
2. 2. Control;
3. 3. Be controlled by; or

4. 4. Be under common control with,

   an underwriter for the bonds if those bonds are sold at a negotiated sale.
