“Uncertificated public security” means an obligation which:

1. 1. Is issued pursuant to a system of full registration;
2. 2. Is transferable in the manner described in subsection 2 of NRS 348.110; and
3. 3. Is either one of a class or series or by its terms is divisible into a class or series of obligations.
