The Purchasing Division may adopt such regulations as it determines to be necessary or advisable to carry out the provisions of NRS 333.3351 to 333.3356, inclusive. The regulations may include, without limitation, provisions setting forth:

1. 1. The method by which a business may apply to receive a preference described in NRS 333.3354;
2. 2. The documentation or other proof that a business must submit to demonstrate that it qualifies for a preference described in NRS 333.3354; and
3. 3. Such other matters as the Purchasing Division deems relevant.
