1. 1. The Nevada Attainable Housing Council is hereby created to provide oversight and strategic guidance for the administration and allocation of the Nevada Attainable Housing Account.

2. 2. The Nevada Attainable Housing Council consists of:

   1. (a) The Director of the Department of Business and Industry or his or her designee, who is chair of the Council;
   2. (b) The Administrator of the Division or his or her designee;
   3. (c) One member appointed by the Majority Leader of the Senate;
   4. (d) One member appointed by the Minority Leader of the Senate;
   5. (e) One member appointed by the Minority Leader of the Assembly;
   6. (f) One member appointed by the Speaker of the Assembly; and
   7. (g) One member appointed by the Governor.

3. 3. Of the members appointed pursuant to paragraphs (c) to (g), inclusive, of subsection 2:

   1. (a) One member must have expertise in banking and the financing of housing projects;
   2. (b) One member must represent the builders and developers of housing projects;
   3. (c) One member must have expertise in the multifamily housing industry;
   4. (d) One member must represent a low-income housing organization; and
   5. (e) One member must represent the general public.
4. 4. Each person who is required to appoint a member pursuant to subsection 2 must make his or her appointment from a list of persons recommended by the Division. To the extent practicable, the membership of the Council must represent the geographic diversity of this State.
5. 5. Each appointed member of the Council serves a term of 2 years and may be reappointed for additional terms of 2 years in the same manner as the original appointments.
6. 6. Any vacancy occurring in the appointed membership of the Council must be filled in the same manner as the original appointment for the remainder of the unexpired term.

7. 7. Each appointed member of the Council:

   1. (a) Serves without compensation; and
   2. (b) While engaged in the business of the Council, is entitled to receive the per diem allowance and travel expenses provided for state officers and employees generally.
8. 8. The Department of Business and Industry shall provide the Council with administrative support.
