The Division may finance, through the use of any power conferred on it by this chapter:

1. 1. The acquisition and improvement of real property to be used for rental sites for mobile homes, whether or not the mobile homes are to be financed pursuant to this chapter; and

2. 2. The purchase and installation of equipment and materials to be used in residential dwelling units for conservation of energy or for use of energy from alternative sources,

   and any related improvements appropriate to any of these purposes.
