1. 1. “Personal use” means any use of contributions to fulfill a commitment, obligation or expense of:

   1. (a) A candidate that would exist irrespective of his or her campaign.

   2. (b) A public officer that would exist irrespective of the duties of his or her public office,

      as applicable.

2. 2. The term does not include, without limitation, the use of contributions to fulfill a commitment, obligation or expense for personal security incurred in direct connection to the campaign of the candidate or public office of the public officer.
